WHH Ethiopia – Context Analysis to Support the Design of a WASH System Strengthening Project

Welthungerhilfe is a German INGO that Aguaconsult has supported for several years implementing WASH systems strengthening approaches and projects. Welthungerhilfe Ethiopia is upscaling its systems strengthening activities, and Aguaconsult recently facilitated this process by conducting a context analysis for Mana and Seka Chekorsa woredas of Jimma Zone, Oromia Region.

This process primarily involved mapping key strengths and weaknesses in these woredas’ WASH systems across nine factors critical to expanding access to sustainable and equitable WASH services. These are: (i) institutional arrangements and coordination, (ii) resilient service delivery models and infrastructure, (iii) regulation and accountability, (iv) inclusive and connected planning, (v) finance, (vi) monitoring, (vii) water resources and environment, (viii) learning and adaption, and (ix) demand, behaviour, and political will.

These findings were subsequently used by Aguaconsult and Welthungerhilfe to collaboratively design a WASH system strengthening programme for the two woredas. Implementation of this project is expected to begin later in 2022.
