UNICEF’s Eastern and Southern Africa Regional Office (ESARO) engaged Aguaconsult through Oxford Policy Management (OPM) to assess the state of financing of water, sanitation and hygiene (WASH) services in the Eastern and Southern Africa region (ESAR). The assignment aimed to fill a critical knowledge gap in the region by providing a review of and documenting WASH financing issues at both the regional level and through four country reports.
The country-level assessments provide an in-depth review of sources of WASH sector financing, how finance is channeled through different institutions and the quality and equity of financing and future financing options to achieve sector goals. This regional-level report draws on the country reports and other accessible financing data to provide an overview of current WASH financing in ESAR and provide direction for increasing the volume and impact of future WASH investment.
