Evaluation of DG ECHO Action in Nepal

DG ECHOs long-term engagement in Nepal has focused on two areas: assistance following the ten year civil war and support to the Bhutanese refugees living in camps in eastern Nepal. Aguaconsult was contracted to assess the appropriateness of ECHOs actions, to establish whether they had achieved their objectives and, through lesson learning and accountability, to produce recommendations for improving the effectiveness of future operations in Nepal.The evaluation focused on strategic issues, as well as implications relating to a phase-down of current DG ECHO operations in Nepal following the recent changes in the political situation in the country. Water, Sanitation and Hygiene (WASH), health and Disaster Risk Reduction (DRR) were examined as operational aspects of the evaluation, along with food security at a strategic level and Linking Relief, Rehabilitation and Development (LRRD) as a cross-cutting issue. The evaluation considered the efficiency of projects"
use of resources; the relevance to beneficiaries; coherence and connectedness of projects in relation to national and regional contexts and actions of other stakeholders; the impact of projects and long term sustainability.Nine projects were visited as part of the analysis covering a range of sectors, partners and geographic locations.Aguaconsult concluded that DG ECHO action in Nepal between 2006 and 2009 was mainly well-targeted and appropriate with a positive impact on the lives of Nepalis. Coordination and policy engagement was identified as an area for improvement for DG ECHO to become more influential. Opportunities were also missed to link relief, rehabilitation and development within the EC on a strategic level.With significant needs and gaps still present in Nepal, Aguaconsult recommended the continuation of DG ECHOs Nepal programme and advised the development of a strategic three-year vision for a transitional period, moving away from the legacy of conflict towards chronic vulnerability and advocating for and responding to critical gaps in remote areas beyond the reach of current development activities.
