Innovative donor funding

Aguaconsult has worked with donors and development partners, researching and analysing different funds and financing mechanisms that are in use in the WASH sector.   In addition we have worked with donors and development partners in the design of new mechanisms for funding that can be used in the WASH sector. Aguaconsult has worked with Oxfam-GB, conducting targeted research on district level funding mechanisms to inform an evaluation of the efficacy of a revolving trust fund in Tajikistan.

Strengthening national WASH sectors

The existence of effective national monitoring systems, providing reliable and regular information on WASH services, has been recognised as a key building block for the provision of sustainable services. Yet, many countries currently lack effective monitoring systems and rely on external projects for sector information, often limited to certain geographic areas and basic coverage.   Aguaconsult has taken part in the work led by IRC in Ghana, Uganda and Burkina Faso, as part of the Sustainable Services at Scale (Triple-S) initiative and the West Africa WASH programme of USAID.

Designing more sustainable programmes

Aguaconsult provides support to a range of development partners and NGOs in their effort to design and implement sustainable projects aiming at delivering quality water, sanitation and urban services. Aguaconsult’s technical assistance ranges from the design of infrastructure and institutional strengthening programmes, to the strategic advice on the adoption of monitoring mechanisms and post-programme evaluations. As part of the Sustainable Services at Scale (Triple-S) initiative, Aguaconsult and IRC developed a week long training for sector practitioners to improve their understanding of the WASH sector and the key building blocks of sustainable services and provide them with examples of good practices.

Lessons learned on asset management

Building on the recognition that asset management is a key building block for the provision of long term services, but is the area lagging most behind in the rural water sector, Aguaconsult led two pieces of research on asset management in 2014. These publications aim at equipping sector professionals with practical information on the adoption of sound practices and were developed as part of the Sustainable Services at Scale (Triple-S) initiative. The briefing note number 9 “Infrastructure asset management for rural water supply” provides an introduction to the rationale for adopting asset management, a description of the key underlying concepts; and provides examples of steps and practices that can be taken up by practitioners.

Local government financing

Decentralization, or the strategic transfer of authority and responsibility for governance from higher to lower levels of government, has been occurring in many developing countries over the past few decades. In general terms the objective of decentralisation is to bring greater involvement of andaccountability to, the recipients of public services. Unfortunately in many cases, the transfer of administrative functions and political responsibility have been transferred to local government, however fiscal decentralization often does not keep pace.

Supporting donor monitoring of WASH services

Aguaconsult has a demonstrated track record of supporting development partners in the monitoring of WASH services. We have taken a lead role in developing and piloting innovative monitoring, evaluation, and assessment tools in the WASH sector.   For example, with funding from USAID and Rotary International, Aguaconsult developed the WASH Sustainability Index Tool (SIT), and has applied it in 7 countries throughout Asia, Africa, and the Americans.
